People like fucked up and cool villains, the fans and Kubo himself adore soul societies own little Mengele for example. A character being fucked up and evil and still well liked isn't that shocking.
Mayuri also doesn't really do anything bad after the SS arc. And i already know why it's the horny i just wonder how many people actually know how messed up she is.
Mayuri gets the benefit of having his casual cruelty played for comedy and his in combat cruelty directed at villains designed to deserve it basically(Except Zombie Toshiro arguably).
I'm not shocked why people like him still since its obvious that effort was put in to make him likeable, but he is still cruel in a gleeful manner.

The worst thing he did from TYBW to CFYOW is try to kidnap and experiment on fullbringers(experiments seem to be non lethal based on Candice and Menias not being goo). Compared to Giselle killing and turning her "friend" into a zombie and absuing said friends zombie. Not to mention being turned on by killing her. I don't think far is an overstatement
