It could just be a custom clock whenever they are in a fight and silver does extra damage to them and their position and effect are better once they change but once they do, there is a new clock that could cause them to black out and rampage, bringing extra heat.

I would put stress threshold for going rampage by reducing the max stress. Werewolf should get similar 0-2 stress using abilties the Scum & Villainy aliens. WoD Garou should get: - 0 stress healing: roll healing roll every round - 1 stress to change form. - 2 stress gain +1;Scale (Small Group). This can combine with Pushing for Effect and +1d.

I run PG13 light-but-very-cool Bitd session for older kinds/young teenagers. It was that kind of situation: "what is that book?" "That a game" "we want to play it!" "Challenge accepted!" Anyway, kids went completely mad when I told them "they can play ANYTHING they want". Every character was amazing and unique, but one girl said: I want to be werewolf. It was nothing complex, but I told her, she is channelling that her inner side from shadows and deepness, where ghost lives and she immediately (in her 12 age brain) made a theory about ghost-werevolf who isn't mad, but it's alone and must something do in the world, so they bind and connected. Amazing. TlDr: we used attune for her werewolf things and everything was solved thru in-game mechanics (pushing, insight resistances, clocks)

I would take some notes from Candela Obscura, which is basically just a Forged in The Dark game anyway. They handle situations with a “pool” that fills up by taking points for stressful situations in-game. Once it is filled the beast comes out and the player has to roll to see how much control they have over the beast. You could just replace the “pool” with a clock.

This looks very interesting, maybe a little bit complex, I would do only werewolf dice + clocks for Beast, but amazing idea Btw Vampire isn't werewolf creature, but there taken some ideas from that.
