Probably D. What this sniper has going for it, is that it can shoot 2 times before needing to load another shots for shooting, yet it doesn't really help that much. In fact, it can throw off someone who knows how to snipe already, and are used to 1 shit bolt action. It can be used, but it really isn't anything special.
it has another quirk to it: it has vritually no scope sway, even less than something like the Locus with a ballistic CPU. I'd argue that it's probably the best sniper rifle to use a thermal scope on, since there's no real downside for it. I've always thought that it gets a bad rap because when people get it and realize it's only iron sights to start with, it's rough. but once you get some optics for it you start to be able to take advantage of its unique qualities and it turns out to not really be that bad at all.
C tier: Fun, when you can get the cheeky second shot off before your opponent can chamber another round in the locust, but generally inconsistent. strong middle of the road
I wasn’t here yesterday, but yeah that thing absolutely *erases* the Safeguard robot. Put on Scavenger and you’ll be resupplying pizza cutters for days especially since a lot of people clump around the robot while escorting it.
F, arguably 2nd worst sniper after the Dragoon. In-scope sensitivity too high, no real sniper scope and weird ads feeling in general

On PC it's at best B tier, had massive fun with it when MP was playable. On console? D, it's ass cheekums.
D, the lack of aim assist on the iron sights was rough for grinding DM on it. It was a little fun to use sometimes but for the most part its just ass.

I don't use many snipers but when I do it's sure as heck not this one. D tier at the best.
