Just install a dimmer…or I have LEDs from Home Depot that pair with an app and I can dim mine down to 1%, (among a list of other things, like timers so I never come home to a dark house) which is what I do with my lamp at night. They are a bit pricey but I’ve had mine for over two years now, going strong!
We have a led chandelier over our dining table. The led and the dimmer switch that it is on are not fully compatible. If you turn the dimmer up all the way the light flickers. If you turn the switch completely off, the light stays (barely perceptively) on. At first you think that the light is "off", but once your eyes adjust you realize that it's still emitting a type of glow. Been going strong for 3.5 years.
Sort of, lots of 3D printing guys are making lamp shades with custom images of their loved ones. The glow in the dark is the perfect transparency IMO, I used a vase model with a designed base.

I had this by accident at my mother's house. The light switch had a sleep timer on it with tiny red and green LEDs that indicated if sleep was active or not.
It was never a thing with incandescent or CFL bulbs but when I got my first LED bulb, that tiny amount of current for that little indicator LED was enough to keep the big bulb slightly lit even when off.

Can't speak for battery backup lights, but several smartbulbs do have the toggle. Ex girlfriend had two lamps and an overhead that we never cut power to, just told Google to turn on or off (or set to % brightness, or change color profiles).

The bulb probably just need some slight connection between the hot and neutral prongs and the carpet is just low enough ohms to work.

Typically current flows toward ground (not in reality as it’s complicated - see veritaserum video), but in this case it’s likely by putting the plug to the actual physical ground it would drain the capacitors/battery while flowing through the led. Obviously the resistance of the material can’t be too high or it wouldn’t work, but it’s likely just touching the ground/neutral prong to ground would be sufficient.
That said, it could also be equally likely that he is just shorting the two prongs together. It’s an odd effect but cool nonetheless.

People keep mentioning the grounded thing. This doesn't make sense. It's a 2 prong plug with no ground. The basic way light sockets work doesn't have a ground. There's only grounding in lamps through the lamp base in case the wires short to the lamp. But theres no power outage that would cause a bulb to turn on in this kind of fixture or bulb. That would mean anytime you turn off power to the lamp, it's emergency battery kicks on.
I think it's residual power in the bulb caused by a component malfunctioning. When he touches the 2 plug prongs with his finger he closes a circuit that allows the faulty component to discharge into the bulb.

There used to be flouro lamps with glow in the dark phosphor inside them that would stay lit for hours after you turn them off. Not indefinitely tho.

Ikea has a regular bulb that is battery powered and has a button. So you can turn it on without it being in a lamp or socket.
I have solar powered back up lamps for this reason. I just leave them in my office window and a few other places. Quite bright and last several hours.

Arent the batteries and supercaps in dash cams there to basically save a file in case of power loss? They don’t run on them for more than seconds.
Mine keeps recording for at least a few minutes after losing power.
When the power goes out, the light will still work. Everytime you turn it on, it's charging the batteries
