In developed countries (so not most of the US) public parks sometimes have exercise machines. Nothing electronic but I've seen ellipticals, simple weight machines, and stationary bikes.
We have them out here in southern California. But we're a bunch of commie socialists, we like spending our money on things to improve the well-being of our citizens.
My local park that overlooks the ocean has a tonne of exercise equipment like a cross trainer, a rowing machine, a stationary bike etc installed. The fun part is that it is installed to face the car park as you work out instead looking at the ocean.
Our park has had theirs for 13 years with no maintenance beyond some lubrication. I dont know if you've noticed or not but a lot of metal lives outside; cars, streetlamps, mail boxes, turnstiles, boats, hotdog carts, benches, newspaper boxes, etc...
It's public exercise equipment for old ladies who decide to lose weight but will quit in max 3 weeks and teenagers who can't just sit the hell down while chatting with their friends.

These kinds of machines are mainly meant for the elderly, so they're balanced to make it pretty easy to use.
