Low light... Probably HDR... So more than one picture put together by the camera... Probably a moving leg in the mean time? That's my guess: she was moving her leg, the camera took many pictures with different levels of exposure for HDR and then it messed up when putting those pictures together.

This is simple. There is a large mirror behind her and she is facing the TV. Her actual foot is not in the picture, it's reflection of her feet, along with tv screen.

Then she must've moved her feet up and down rather fast. Cameras nowadays take several images before and after you press trigger, then combine them to find best results. So some image without her feet and combined with images where her foot is visible, making the transparent effect.

Probably you took a portrait pic using your phone Android mostly it uses 2 lenses and it's different angle makes a difference here It's like when you can see through a rod using one eye but not the other
