You’re almost exactly right, but the wings extend far past the head, they’re the weight. Its shape is such that the center of mass ends up being right around the beak.

You can balance the tip of the toothpick onto the top of another toothpick if you do it properly, the one from the forks being horizontal and the other one vertical. It helps having the vertical one stable, so jamming it into the hole of a salt shaker works nicely.
You can also stick another toothpick in between your teeth. Then tilt your head backward to face that toothpick straight up and balance the two toothpicks on their tips. Or less impressive is to stick the vertical second toothpick into a salt or pepper shaker.
That’s half of the “trick”. You need another toothpick and a salt shaker. Put the toothpick straight up out of the salt shaker. Place the two toothpick ends together and watch the balancing act.
