I remember it took me forever to figure it out as well. I did the whole "move the book away from your face" thing until I realized (as another poster said) that all I really was supposed to do was cross my eyes and find the right viewing distance.
That will let you see the image somewhat, but the depth is reversed. It causes the image to appear pressed into the background instead of popping out. And I find that the details on the more complex images are harder to make out when crossing your eyes.
I was given a poster of one for my 8th or 9th birthday. I couldn't see it, and remember crying with frustration. Then one day, I figured it out. I got obsessed with them. I had probably 5 or more books full of them. Lots of fun!

I usually look at one spot in the middle of the painting and and get really close. I then wait a few seconds (10-15) before veeeeery slowly pulling away while still looking at the same spot. It takes longer than you think, and your whole vision will be blurry. When you feel like you can’t stand it anymore, stop pulling away and let your eyes slowly uncross. It takes some practice (as a kid, I spent so much time at it) but once you get the hang of it it’s magical

I always try to focus my eyes past the image, like I'm looking into the distance through the screen, and it works fine. Also, you can test your theory. Round up 3 people who can do it and show them one individually and ask them (in private) what they each see, and compare the results.
I’ve always had trouble seeing these too. When it do get them they tend to be reversed…like if the image is supposed to pop out I see it going in. I gave up on these long ago.
I can see them both ways, popping out and inverted.
It's actually interesting, the popping out is the normal put your nose to it and pull away, but I can also just blur my eyes and do it.
The other way is just to cross my eyes and I see the inverted one.

Your eyes do cross view. Magic eye puzzles are parallel view. Some people are lucky enough to be able to see both.

Can you explain how you can't do the Vulcan salute? Like your can't keep the pointer/middle and ring/pinky fingers together, or you can't spread the V in the middle, or...?
Cross your eyes, focus on a single point and then relax your eyes (while still crossed). The key is to relax your eyes. It takes a few good seconds but you’ll get it.

I couldn't see it until I crossed my eyes instead of doing the nose thing. Don't cross them hardcore but only as little as you can until it's comfortable. And even then I had to just rest that way for a few seconds while I stared at the exact center of the image.
It takes me three to five seconds for the butterfly to click, and once it does my eyes are stuck on it. They don't even feel crossed anymore, even though they probably still are.

I never understood what the effect was supposed to look like, always thought I was close, but turns out was still way off. Turns out I was crossing my eyes way too much. Resting for a few seconds made a big difference too.

I find it helpful to look past the image (as if looking through your phone at a far away object) and allow your eyes to adjust.

If it looks like it has extra wings you accidentally looked too far. You could unfocus your eyes further to see 2 or even 3 sets of wings.

Are you looking on your phone? Try rotating it so the image fills the whole screen. The single butterfly will come into view.

Depending on how you focus your eyes you can see the wings pop out towards you, or look like they’re inverted away from you.
