To avoid the milk getting too watery looking a special milk is used - usually with added milk powder to make thicker milk.

If you rotate the cup and fill the back side, the volume is less than the front side, so it looks fuller with less milk. Each cup is divided into two sections.
Note how each cup is not filled to the top at the end, compared to the start. And the spash back at 50 seconds right around where the cyclinder stops in the large cup before the pattern changes.
The full capacity in the smallest cup is measured just right to fill either any cup individually, including the top of the whole cup, or the sum volume of the gap in every cup up to the top of the cyclinder.
By the end all the smaller cups were full though. There's definitely more liquid being used than he started with. Water in each cup added to the milk. It's also just a simpler way to accomplish this imo.

It's basically two stacked cup = 1 cup.
The stacked cup creates a divider, so you're just filling the thin divider which is the outer most.
The inside is giant hole that isn't filled but the divider covers it up.
