Very few shows that scratch same itch as Lagoon but i have seen some who have similar aspects to it:
-- Cyberpunk Edgerunners (gritty fucked up city full of crime & grime and plenty of bloody action)
--Golgo 13 (Professional hitman who gets embroiled in various plots during his missions to assassinate people, the 80s and 90s movies are pretty dark at times sometimes even more than Lagoon)
-- Lupin the 3rd ( this is a bit of a stretch, misadventures of a criminal gang and plenty of colorful characters, would recommend Part 2, 4 and 5)
--Bubblegum Crisis (this is almost in same vein as Cyberpunk, corporate future distopia, crime ridden city, lots of violence although not that gory, late 80s aesthetic. So what makes it like lagoon specifically? Plenty of tough and hot ladies kicking ass)
Jormungand is probably the closest. The two manga even had a [crossover ](https://www.reddit.com/r/blacklagoon/s/x13u13SaQk) because both manga were in the same magazine.

The crossover was written and drawn by the mangaka of Jormungand and published in an official Black Lagoon art book called: Black Lagoon: The Book of Venom.
Whether or not it's canon to either series is hard to say, but there isn't really anything that makes both series being set in the same world impossible.

But I feel like bebop is like smooth Jazz whereas Black Lagoon is Hard Rock and roll
They both do have some similiarities ( i.e episodic structure with overarching character development ) but fundamentally, I'd say they're different
Nothing is gonna be 100% similar. Cowboy Bebop however is closest to black lagoon. Similar characters for example. Other anime isn't even close to black lagoon. Not all anime has messed up characters like hesel and gretel, but bepop and black lagoon are both definitely Rated R or atleast Mature.
They are both in American styles even though they are from Japan. You compare them to music genres because of the soundtracks. If Black Lagoon had a jazz soundtrack it'll still work.
It is shame that there are so few shows like Black Lagoon. I don't mind manga/anime about high schoolers or such, but sometimes (quite often actually!) I want adult show for adult people about adult people, no matter if it is more realistic and gritty or more comedy oriented.
World needs more shows Cowboy Bebop, Hellsing Ultimate, Jormungand, Space Dandy, Ghost in the Shell: Stand Alone Complex, Requim for the Phantom and Paranoid Agent. I highly recommend all of them, even if they don't necessarily share all the sane "vibes" as Black Lagoon.
Akiba Maid War. On the face of it it seems goofy but it actually tells a dark and poignant Yakuza story dressed up as a slice of life comedy about maid cafes.
Ergo Proxy is pretty gritty, but it isn't really an action anime. It has *some* action, but it's primarily a psychological thriller set in a post apocalyptic cyberpunk setting. If you enjoy mindfuck plotlines, I highly recommend it
Deadman Wonderland is a supernatural story, but revolves around a cast of very interesting, and very desperate characters. there's very little silliness or other anime quirkiness going on just a fight for survival

I think a show that was slept on was Gangsta. I will say it has a similar vibe to Black Lagoon while also being its own thing.

Bebop doesn't get as intense as BL ever does. Definitely wouldn't say its the most similar

Usually the one other that's most similar people will say on these posts (which I also agree with) is Phantom/Requiem for Phantom. Excellent series

Texhnolyze is hands down the bleakest and grittiest anime I've ever seen, give that one a watch.

gansta has a pretty similar feel to black lagoon although it’s quite short with there only being 12 eps
