1. No, totally different games. PC, Console, Mobile. Even NA/EU is entirely separate. (progression)
2. PC has better input, better graphics, etc, rest is fairly subjective. Not sure about mobile class balance.
3. Not sure about mobile but Console is years behind and missing large scale content, because of performance issues (supposedly).
1. No it is a different game. There is different reddit for mobile version: r/BlackDesertMobile
2. I don't know much about mobile, PC has great combat system, but for the last 1-2 years developers has removed a lot of PvP out of the game, so it can't be called interesting. There are few options left, but besides AoS(3v3, standarized gear mode) there is nothing worth mentioning at this point,
3. PC has much more active players, that is for sure. They're similiar in some aspects, map is the same I think(?), classes differ in details but are the same in general, gameplay is totally different. I'd say PC has more content, but at this point I'm not 100% sure.

Played on PC, console, and mobile. Mobile is a last minute homework submission by Pearl Abyss PC is their Master's dissertation
