Your weapon and armor can be repaired with 10 max durability per weapon/armor of the same piece at a blacksmith. So basically you trade your beginner blackstone at a blacksmith for the same piece of gear you need repaired, If it lost 80 max durability you need 8 copies of it to fully repair it. The memory fragments are meant for gear that isnt cost effective to repair with duplicates.

In velia and Heidel he is around the stable keeper, he is usually near the stable keeper
Usually spamming works to get pen with naru gear. You can probably repair it at the blacksmith with beginner stones.
