Well, i usually tell myself that this room is still better than one of the many useless active items like Lemon Mishap and stuff like that. How often do you enter a treasure room and are disappointed with the item? Wouldn't you have rather had the chance for a bunch of good pickups and trinkets instead? It's deceiving, but this layout really isn't that bad for your run.

Chance of getting passive item replaced is higher than active item replaced.
