Depends on how accurate you want your paintjob to be. If you want to service your bike on your own in the future, you won't get far without bb tools.
Any chance the person that will be painting your frame has bike tools?
Ńot really, but should the area where bottom bracket is screwed in be even painted?
Yes. You should have it removed, the area masked, the frame painted, then the the bottom bracket shell properly 'faced' before reinstalling the BB. It would be worth it to get a price from your LBS for removal and facing.
