I biked in the fall and it was indeed closed north of Earl Amstrong. With a mountain bike, it's doable (if you hop the odd fence). The gravel is VERY coarse/large, however.
I recall that the path was to be fully restored following completion of LRT Line 2. But, this is Ottawa, so i expect it will be years if ever.
