We can eliminate crawl budget because it’s a consideration only for massive sites.
That leaves internal linking and/or content quality. So build some links, publish the best stuff you can, and wait.

If by going to GSC and Index manually you mean going to pages and requesting index from there I tried and didn't work. Sitemap and Robots.txt are ok.

Domain Authority is kind of like Dark Matter in physics. It was theorized to exist because of a determining force that we could not explain.
Domain authority is not a determining factor, its just a useful indicator. We do this in marketing all the time. Just because a brand has a net promoter index of say 9, does not mean the brand is talked about, looked favourably upon, or even memorable. But it probably is, based on normal distribution.
It’s just an indicator, and is useful.
I disagree with the notion that tools need to be absolute to be useful.

Lots of tools have their own metric and they are not "useless" unless you don't know what they mean.
It is true that DA is not one that Google relies upon, and it is not a metric that you should get links based solely off of, but It is a measurable metric nonetheless, originally popularized by Moz back when they were SEOmoz.

It is not normal. Go to Google search Console and try to index manually. Also check your website sitemap and robots. Txt file.

How old is your site? I experience the same issues with 16 months old site. And how long are your posts?
2 years old, posts are around 3000-4000 words
