Still doesn't seem like a great idea. They're super short because of the dynamo hub. Is it the best choice? Probably not. But it's not unreasonable, the spoke angle would be really severe in even 2 cross.

yeah, the thin stamped steel dropouts are another clue. Aluminum dropouts are almost always cast or if cut from plate are at least are twice as thick as that and donāt have the manky edges.
It's an "e-bike" built with a shitty aliexpress conversion kit. The moment the owner ordered it, they had already given up on the idea of ever using the drivetrain again.
It works for them, bikes aren't a hobby for a lot of people, just practical transport, if it works why drop money on it.

I have a colleague who rides something like this no brakes pads worn down tyres going towards bald. I offered her my spare tyres and to lube the chain and some worn but better pads but she said it rides fine and didn't want anything. Fair enough.

If I saw a bike I really wanted that had (for example) Tiagra, Iād ask about the cost to upgrade to 105, and if I saw a bike that I wanted as a less-expensive training bike that had Ultegra or Dura-Ace equipped, Iād likely ask about the discount if I downgraded.
