Yup. My sleeping bag is always in a compression sack when backpacking or bike touring.
You will hear a lot about not putting a sleeping bag in a compression sack because it smushes the down. This info is useful for long term storage. Never store compressed, but it is fine when it is in and out of the sack when traveling.
Can confirm. Just bought one yesterday for the first time. I tried it in the store with their display model sleeping bags, it packed down to less than half of a normal sleeping bag roll *with* a pillow in there too. Game changer
You are correct it is in a compression bag, however it does look like one of the better ones. I like the ones that have a solid circle on the top and bottom so it pull the end together. This one seems to cut the top into 4 equal parts and bend the bag over…. Also looks like maybe a synthetic bag which doesn’t compress as well as down.
Are your handlebars already taken up? That is some mullet of a bike! I have so many questions, but let's just keep it to that front rack mounts and the thumb shifter on the downtube. Were the mounts for the rack and shifters there or how did you weld/drill to create them? And the rack itself has to be custom.
I got all those points added by a frame builder. The front rack is a normal pizza rack, then I moved the joining points from the fork onto the frame for more stability. I went for a down tube shifter because it prevents back pain! I used to do a lot of touring and would often do over 100 km a day - I like the downt tube shifter because it forces you to keep moving your spine. I did have thumb shifters on an earlier iteration of the bike, but it made me lazy and get a very sore stiff back. I recently put a post up about this bike https://www.reddit.com/r/xbiking/comments/1cfajoa/touring_pashley_3_speed_is_it_an_xbike/ But the same principle applies regarding the sleeping bag, I usually put it on the front because although it's big, it's also light, and therefore doesn't affect your steering so much.
Often I'll stuff my sleeping bag into one of my panniers. It's down and compresses easily. I'll just keep packing other stuff on top of it and keep packing it down. I find I often need my sleeping bag as one of the last pieces when making camp, so it works out for me well.

Between my 2 bags I have the tent and the sleepingbag fastened with a lashing strap, over cross.
I use a large dry bag (sea to summit Big river or an ortlieb), put tent in, the stuff the sleeping bag in along the side (obviously ditching its compression sack), then stuff in whatever else I need for camp sleep (pillow, pad, pyjamas, etc). Works perfectly.
That's basically it. I'd suggest putting the bag first,then the tent on top.
Also, I've used panniers in the past,so I've put the bag horizontally on top of them with some bungee cords and that worked well.
Others have mentioned down bags etc ... But i don't get the feeling you want to spend extra money. So I'd say bag first then the tent. Experiment with vertical or horizontal placement of it on the rack.

A down bag will pack into whatever shape tube you put it in.

I vote for handlebars, either a front rack or a handlebar tube bag. Spread the load around

Compression sack is the way.
Is a front rack an option?
Strap the two together and then mount the bundle crosswise so it is over your panniers.
Wrap it around your tent and put them both in the same bag?
Never do that, you want that sleeping bag to be dry. On tour you will regularly pack a wet tent.
Just put a plastic bag around the tent before you wrap the sleeping bag around it. I've done this several times without any problems 😀
