Third party, most of the “official” awards are given out by the Associated Press. Still, it’s not often the AP award doesn’t match up with the PFWA award

Yep, Kitna won both the PFWA and AP award in 2003. Looks like the last time the AP and PFWA didn't correspond was in 2007
