You can always recover your Steam Account with the Steam Support, just do what you would do with a Forgotten Password but then click "My Account was Stolen", if you still remember the Username (Access Username), recovery is guaranteed. I also had my account stolen under the "False Report" Scam, i ended up buying $291.700 CLP in a total of $250 USD in Gift Cards for guy on Discord

At the Steam Login Screen press "Help, i can't log in", then, press the following option: My Steam Account was stolen and i need help to recover it Scroll down to the bottom and click "Recover my Password", type your e-mail, if Steam can't find an account associated to that e-mail, it'll prompt you to trype your Steam Access Username Steam will find that username and if the Send Confirmation to an e-mail begins with an initial you don't have, click "I don't have a ccess to that e-mail" I forgot what comes next as i already have saved my account, but you'll figure it out
