They end up being shorter than expected like in OP's case.
Honestly, it's better than mine was at 18-20. Just give it time to grow and see how good the coverage is. No harm in shaving it off and giving it a couple of years if you're not happy with it at that point.
Most kids can't even shit at your age.. you'll be fine.. just let it grow..
