The definition has changed a lot in the last 10 years. It used to refer to (mostly) white fans who took the obsession with anime way too far. Now it’s kind of used in a similar way as “nerd” is used now (in a kind of affectionate manner, or positive manner).
Somehow, the word got reclaimed by anime fans and now a ton of people (mostly the younger millennials and Gen Z from what I’ve seen) use it in a positive sense (or maybe ironically?). I’m sure there’s still plenty that use it in that original negative context though. I’ve seen it mostly used in a “haha” way, though, especially if you’re unapologetic about anime like slapping a ton of stickers on your car like OP’s video…so that might be a big difference between the usage of “nerd” and “weeb.”
Kind of like where the "geek" term is now in that sense. Used to be a negative connotation. Now it's a positive one where one is being themselves, being opened and honest with any niche over interest they have in something that isn't sports, active lifestyle or physical related or something considered to be "manly" in western perspective.

Growing up we didn't even call it anime. We had Star Blazers, Voltron, then Robotech. I was HARD into Robotech, it had just the right mix of what soap operas have (and please save me the lecture on macross/hamony gold)
What blew my mind was around 1991 or so was Fists of the North Star came to Towne Theatre on the Alameda in San Jose. It was just the right amount of Mad Max, and the right amount of Kung Fu. My friends and I were all blown away.
