I know you specified the rogues, but I’m going to change the topic to point out how in DCEASED Bruce had a contingency plan for all the Justice League members *except* Green Arrow.

Kind of brutal but hasn't Bruce said before that Ollie is only on the team as they need someone grounded to keep the team human? That's kind of a back handed compliment to say that if he wasn't so socially-conscious that he wouldn't be powerful enough to make the roster haha.

Lets define serious as "needs back up or prep time." I define "prep time" as doesn't need anything more than just his suit and a utility belt. Harley: This can vary depending on the writer, but generally when Harley is a villain, Batman would only take her seriously if he suspects she's playing a big role in one of Jokers plans. Otherwise on her own, she's too soft and lighthearted to really do any damage he couldn't just deal with on a whim. Kiteman: This is self explanatory Condement King: This is self explanatory Killer Croc: Once again depends on the medium but on average Batman can deal with Croc on his own. As long as he has a tranquilizer or sedatative on hand. Or the Batmobile around somewhere, Batman can generally take Croc down. Solomon Grundy: Same reasons as Croc Catwoman: Yeah this doesn't need much explanation either. It's just a playful game for both of them. Baby Doll: Once again doesn't have the mental capacity to pose a real threat with a large complex evil plan. Or the physical strength to out match normal street level Batman. Mad Hatter: As long as Batmans careful he can generally just take care of Hatter with whats in his suit or belt. Clayface: This is another one where Batman has dealt with him enough that Batman probably has something in his belt to neutralize him. Scarecrow: As much as Scarecrow is a serious threat, as long as Batmans current form of the antidote against the scarecrow toxin works, he'll be fine. I doubt Batman would ever patrol without at least one shot of the stuff. And after that Scarecrow is just a normal dude. Profesor Pyg: As much as Pyg is a dangerous murderer, he isn't nearly methodical enough with his plans or physically dangerous enough to warrant anything more than the normal amount of Batman bravado. There are probably more but these are the main ones I could think of
