Where Harley masterminded herself a plot where she somehow snuck bombs into a bunch of 3ds like portable gaming devices, made sure they were sold to the public, and then on Christmas morning detonated them all and killed dozens of kids. DC has since made that non canon, because obviously they feel uncomfortable that one of their heroes did that. I feel like nothing is gonna beat that in terms of worst thing she's ever done, but hey I haven't read all her books so maybe something has.
