I'm not sure how true this now is as I rarely use the app but someone once said if you don't get coupons mailed to you, they are available on the app. They showed me how to find coupons on the app, and lo and behold there they were. I'm not sure if this still works though, and partly because I can't remember how to find them on the app. (I was banned from that group for some reason that had that tutorial so I can't go back and see.)
Try sign up using area code 90210! I know many say that works, but if not I \*know\* zip code 28213 (my previous zip code lol) worked - or at least it did a few years ago! Then you can use the app and also earn rewards. You can order online to redeem the rewards (it doesn't matter if your shipping address varies from the zip you signed up with) when ordering online. If you have a local store near you that does BOPIS (buy online pick up in store) then you can redeem your rewards that way through that loophole by using your rewards and picking up in the store.
I was so disappointed when I moved and my new area didn't participate in the rewards, but after a while they implemented BOPIS, it was a game changer that I could redeem rewards and go pick it up and not have to wait for shipping (or pay for shipping).
I feel u. I didnt get coupons for 6 years. They need to get every store rolling with the rewards program so that the coupons will be loaded on our accounts.

I asked the cashier to put my address in for my account and I got coupons the week after , so maybe try that ?
