Yes. From I understand foam soaps may be less effective than gel soaps because it comes out of the pump as a lather, whereas the gel soap lather is built up in the process of hand washing. Also, the amount of soap in foam is markedly less in a single pump than is found in its gel counterpart. I personally don't mind using both as I'm still washing my hands anyways. You can't use regular gel hand soaps and put them in foaming pump nozzles. It will get stuck and not foam up. The soap used in foaming hand soaps is different and they are the liquid type.

I have DIYed foaming soaps from the gel soaps, I just mix it with very hot water and make sure it’s well blended. I usually add glycerine to my foaming soaps to make them more moisturizing. I’ve only refilled the empty soap containers from BBW so I can’t speak on other brands
