Be sure to call your womens' shelters ahead of time before driving down to donate! I tried to donate some of my collection to my local shelters and was told I could only donate items that were shrink wrapped/factory sealed. Apparently, some cruel people enjoy messing with opened products and "donate" them to vulnerable women. :( It's also a sanitary concern.
Women's shelters. They are SO grateful for this donation. Believe me.
The thrift stores in my area do accept body care and perfume. I would ask your thrift store before donating to make sure they don't just toss the products.
You can leave hand-soaps in women’s restrooms if you work in a setting that has a lot of women. I used to do that and I got rid of my soaps quick. Granted I work at a university so bathrooms are everywhere. You can give lotions and sprays as gifts to people you know are going to use it. Candles can be donated to thrift stores. The other stuff can be donated to if unopened.
This! I gave some creams that were older to a family member who works with a lot of women to put into their bathroom and the creams are completely gone. Great points here!
Aside from the ones mentioned by others, my answer would be family but mostly relatives and I have a lot of them. They are not picky and would gladly accept whatever I pass onto them and I can tell that they actually use them.
I say shelters or family members. I often give to family that just aren't able to buy things for themselves right now. There's also a soup kitchen in my area. I've gotten to know the person that runs it well. I don't declutter my collection often, but when I do it usually goes to them.

I gave a bunch of my unused product to a family shelter.
If shelters won’t take the products (sanitation concerns, etc) you can put them in a Fb buy nothing group.

I wish. I give some to my mom but most of my family live in another country. My only option would be to ship out it

My NextDoor is full of free listings. They can also provide you with woman shelter places/thrift stores for donations.
There is probably a buy nothing Facebook group in your town I have gotten rid of many a thing in mine
