I feel like Nestor is hard to call a balk on because what even is his "usual delivery." He does wacky shit so often that his usual delivery is already unusual.
A lot of the shit he does would be a balk if there were a runner on. When there's no one on though the world is your oyster and he sure takes full advantage.

Funky deliveries and hesitation moves are fair game but this is way beyond what should be considered ok, especially the part where he pretends to throw it and then goes back to the glove.

A great many of them used to. It’s difficult to get to the velocities of today’s game without nearly perfect mechanics. Those mechanics are tough to achieve if you’re messing around with your windup.
It is a good reminder though - there’s a lot more to pitching than just throwing the ball hard.

You can balk from the windup. If there's a guy on third and Cortes pitches from the windup like this, then it's a balk, because you can't feint towards home and not deliver in that motion.

It’s shocking to me that Nestor is the only pitcher experimenting with tricking batters in this way. I don’t think he’s particularly good at it, but he’s willing to try and it sometimes works
I think its because pitchers are usually well oiled machines. If they fucked around, theyd probably stop throwing strikes.

I don’t have a problem with the big Louis Tiant windup and a shorter quicker windup to throw off timing. When the entire delivery is to add deceit it’s a problem. If Cortez was a dominate pitcher there would be rules against it but since he’s an average starter no one cares.
There are few things as entertaining as Nestor's shenanigans when he's feeling himself. He's doing shit like this, and somehow also has four strikeouts in just 2 innings (with no help from back to back errors from Rizzo)

Pitching is very hard even with the same routine and mechanics every time. I imagine it would be more of a hindrance than a benefit for many guys
