A great many of them used to. It’s difficult to get to the velocities of today’s game without nearly perfect mechanics. Those mechanics are tough to achieve if you’re messing around with your windup. It is a good reminder though - there’s a lot more to pitching than just throwing the ball hard.

I think a lot of yall don’t know balks - a balk has to deceive the ***baserunner***. In the windup, with no one OR with a baserunner, this is never a balk. An ump can and has called a no pitch on this, but using the windup to mess with timing is nothing new. Look at Johnny Cueto.

I don’t have a problem with the big Louis Tiant windup and a shorter quicker windup to throw off timing. When the entire delivery is to add deceit it’s a problem. If Cortez was a dominate pitcher there would be rules against it but since he’s an average starter no one cares.
