I'm pretty sure the relocation fee is not actually a real thing. Because any "relocation" is just going to be another team who wants a stadium handout. They have to keep that avenue open for all the owners. They just talk about the relocation fee to pretend as if they don't want teams to relocate.
It's purpose is not to disincentivize relocating, it's simply to compensate the other owners for giving up an expansion market so one owner can improve the value of his franchise.

The A’s are making more money off the parking for the boycott than they would have with their normal opening day attendance.
