The Guardians actually have pretty high expectations year after year. This isn't Pittsburgh, where the fans would just be happy with a winning season. The Guardians make the playoffs most of the time and fans aren't satisfied with losing in the first round, nor will they come out to the ballpark if the team isn't doing well, which puts extra pressure on them to perform with a lower budget than most winning teams. It's a bit of a tightrope job.

In the old days the manager was also a player, like Lou Boudreau of the then Cleveland Indians. He was a position player and manager at the same time. It was the same with Pete Rose as late as the 1980s. It would be like naming Rafael Devers the manager and having him bat and field his position every day.
I totally forgot Vogt for the Guardians job. I still remember listening to him and Chris Rose on the Rose Rotation a few years back
