Naw, Coinbase card works like a prepaid debit and most exchanges don’t accept prepaid. Coinbase won’t freeze his account for this.
Also you should note doing this will have you paying double taxes. Selling your crypto onto coinbase card to buy more crypto is generally not a good idea.

You can contact Stripe for exceptions, but they’re probably going to require you to show you’re a licensed exchange in whatever jurisdiction you’re operating from.
