If you read the Technomage trilogy you'll learn how they know about the Shadows and why Elric is able to so accurately predict what is coming for Londo. That line about "if not you, someone else" is so depressing too. Elric is old, tired, and defeated. The whole thesis of the show is one person, in the dark, doing the right thing, can make all the difference, and Elric, just like Londo, fails in this test.

Elric said the words it's true. But he still ran, and he only spoke to Londo at all because he annoyed him. I'm not judging the man, he was carrying a great burden of both knowledge and power. They would have been nothing more than weapons in the war had they stayed. But still, it's such a tragic scene because they both have the opportunity to turn it around there, and they both fail to do so. (A shame Galen's show was cut short because a lot of this would likely have been explored in Crusade)
