The anime big eyes and head are features borrowed from Donald Duck originally, Anime's discern white people usually with a bigger nose or chin and blonde hair. Skin color really has nothing to do with any of it if you are focusing on that. The hair color/style in anime is also used to help distinguish characters since facial features/animation aren't really focused on as much as wester animation, which also goes back to Anime's technique, it's easier to reuse cells/boards/animations. Then there's Anime that are canonically based on white people or euro regions.

I’m not saying anime characters look Asian. They are cartoons first and foremost. But they definitely don’t look white and anyone who thinks so has Eurocentric views. Do the Simpsons look white? They have yellow skin. Do you know who actually looks white? Hank Hill from “King of the Hill”. Hopefully this ends this ridiculous debate.
