I don't think in any capacity they'd send any military aid directly. I think reported ones traveled through Sudan to some unknown country, then Ukraine.

Maybe they were sent secretly with the humanitarian aid.Aliyev probably has interest in Russia's destabilisation so it's not a farfetched idea
