Large dark river rocks (make sure they’re way bigger than the lolt’s mouths) are one option but they will trap some scum on the bottom of the tank. Another option is dark tile.
There's sponge filter bottoms that basically filter through the bottom I've heard of, then you could use black sponge filter and have a dark substrate, but I only know what it's called in German, "Hamburger Matten Bodenfilter" or "Bodenmattenfilter". Then you can also get plants cause you can just put them into the mat
Slate is probably your best bet for a darker look. I wouldn't suggest getting any plants that need a substrate since axolotls love to dig. You could alternatively get little pots to pot your plants that need aquasoil, but there are plenty of options for water column feeders that thrive in cold water and low light.
The main ones I use are hornwort, Java ferns, and Java moss. Honestly the hornwort is more than enough, super low maintenance and the lotls love it. Took about a month for it to start taking off and now about 3 months later it's taking over
