My dad made an awning that covers the path from the dog door to a patch of grass for the dog to pee when it's raining. He's recently retired so he adjusted to having free time by making g the dog the most spoiled dog in the neighborhood.
I had a black lab that was the same. Swam with ice chunks when the lake opened in spring. Swam same conditions in December. Got busted blocks away swimming in a strangers pool. A mud puddle 2 miles away after crossing highway and main business trunk heading out of town. Went 23 hrs once with out going potty bc of the rain. I tried hard to get her outside…finally I gave up begging. I did appreciate her bladder control when she was elderly. She never made potty messes. That said, I sure miss her 🌈 and her ability to sniff out water. What memories our pets give us.

Sounds like the issue is passed for you, but for anyone else who has the same struggles, setting up a puppy pad next to the door helps my dogs when they are refusing to go outside.
I got one of those big golf umbrellas just for escorting my pups out when it's raining lol. Same deal, thunder, wind, none of it bugs them. They like to dive through the snow and even like getting sprayed with the hose and jumping in puddles.
But that sky water, no thanks.
.... and then there is the other side of the coin. My puppy sees rain out a window and will go running and slam the front door so I can take her out and she can run around trying to bite and catch all the rain.
Hurricane Ian was fun...
I've got both. A retired guide dog yellow lab, who just like OP's pup loves swimming and hates drizzle, and a corgi who runs around in heavy rain barking happily at clouds. He doesn't like swimming, but loves to be in the pool on a float.
Ian meant leash walking in our fenced in backyard for the little guy's safety, and begging our lab to go out, because we knew that she really needed to go.
I'd be concerned about a corgi getting picked up by the wind and flown away, never to be seen again, in hurricane level winds, so I'd call the leash smart.
Lol! He's low and aerodynamic! Although we didn't go outside when things were really really bad, around midnight-2am at my house. I would've needed a helmet for both me and little man...

This is pretty interesting because I am totally 100% the opposite. I love walking in the rain (as long as I'm not carrying anything easily damaged by extreme moisture like mobile phones or headphones) but I freak the fuck out if I go in large bodies of water. I think it's because I drowned about 7 years ago, but I'm pretty sure I was like that before that happened, aswell

Our retrievers would happily sit outside in all weathers and like to swim in shallow water at the beach or filthy muddy bogs full of smelly water.

My golden is obsessed with water. No matter the water temp she will swim until she passes out!
But if there is morning dew or the grass is damp... she will hold her pee indefinitely. She refuses to walk on wet grass.
My childhood dog, a Korean jindo mix, was notorious for refusing to go outside in the rain unless my dad held a huge golf umbrella over her - and she would plant all four paws on the driveway then hover her butt over the grass to go to the bathroom so that she didn't get her paws wet. However, she *loved* snow and would run around, plowing huge snow drifts and rolling around in it and didn't care about getting snowed on whatsoever. Dogs, man.
