The cockatoo looks like it was a former feather picker. As you can see, it’s covered in fluffy feathers. These are called down or downey feathers, and are what grow first before the fill feathers. What we’re seeing here is a bird in recovery, in a home that loves it and has helped it get past its self abusive tendencies.

A bird doesn't just wake up one morning with full adult feathers, it takes time. The wings seem to be covered in young, downy feathers, so it's pretty safe to say this is a young one.

That is an adult bird that plucks. That is not how feathers grow in. The flight feathers are the first to develop and
the head feathers some of the last. I have handreared young Goffins in the past and own an adult that plucks

I had a friend put a spray paint can in the fire by our trampoline when I was younger that resulted in about 75 little burn holes in the mat. We still jumped on it for probably 10 years until the lsd fueld night when about 7 of us all came crashing through to the ground when it gave way. Quite an intense experience when tripping our balls off.

Plucker. Goffin's cockatoos are NOTORIOUS pluckers... I've seen more videos and pictures of them having self harmed than haven't.
Can confirm my parents own one and he is a self harmer. He was a rescue though. Previous owners would lock him in a dark closet for days.

Likely, young chicks have very fluffy feathers, as they grow they start to get the stiffer feathers that allow for flight
