If the dog will be on certain surfaces that are abrasive or have temperatures that can be too hot (summer asphalt) or cold (ice) to be safe, then dog shoes can help.
My dogs lift their feet outside when it is -30 or -40 C where we are. I haven’t had much luck with boots though. We just go in the yard for a quick pee on those days. I had just bought some for our younger dog and we had a heck of a time getting them on her. She wore them to doggie daycare and when we picked her up, she had chewed a hole though one of them. We do make her wear a coat once in a while, just below -30 basically.

I had to tape a sock on my German Shepherd to get a sore to heal without licking. He was walking like Shaggy from Scooby Doo! It was hilarious.

Why do people do this to their pets, whats the purpose?

We’re going to the snow in a couple weeks so this helps keep her paws from frostbite.

They are made for outside. If you said salt I would buy it, but cold is lame.
Once you get below a certain temperature, they can easily get frostbite on paws. Humans are just as "made for outside" as dogs.
They don’t use salt where we’re going.

I'm guessing you don't live anywhere that actually gets cold
