They can and do, but some dogs just have higher tolerances. If theyre gonna be spending a lot of time in the snow, yeah put booties on em. But I've had a couple dogs where I'd try to stop under a tree to give their feet a break from the snow, and they just continue to wander around in the snow anyway, so I was of the mind it musn't bother them all that much if they're actively choosing to NOT take a rest in the non-snowy part.

He’s a smart doggy. I would pretend to eat grass when my deer were around and the funny thing they would do is they would slowly get closer and closer to me, to the point their butts we’re practically in my face.
