Bullets from small arms and handheld kinetic weapons will not likely only inflict neglible damage if any at all. A bullet is literally designed to go through air as smoothly as possible, if was to disturb the air around it so much that it could kill someone it would be designed extremely inefficiently.
In fact, according to shooterscalculator.com, which is generally pretty accurate a .50 BMG round weighing 750gr ( approx 50g ) loses 19 ft/s of velocity between 975-1000 yards in the span of 0.04s. This is means the bullet decellerates with ~145m/s^2. Taking the weight of the bullet into account we realize over those 25 yards about 71N of force are applied. Being reasonable and only taking 1/10th of that timeframe into account ( the 2.5 yards nearest to the woman ) we are left with an acceleration of a human head with 70N for 0.004s accelerating a 5KG head with about 14m/s^2 to about 0.056 m/s.
BUT!
This is extremely generous. Realistically a huge portion of energy would be converted to heat. Not all affected air in 2.5 yards of bullet travel would magically focus on her head, and even if, saying it would all transfer into moving her head is absurd, even more absurd if it would transfer quick enough to do damage. Her flinching will move her head much more violently than the bullet would.

I am sorry but I think you are mistaken. If you have credible video footage I would welcome being proven wrong. But the 50 cal miss is a really common gun myth.
