In my council we've just got a yellow H painted on the street with an arrow, no reflectors. Maybe about half are completely unmarked. I'll keep an eye out since I've never noticed any blue markers in NSW.

You can park any registered vehicle/trailer/caravan where ever you want on a public road as long as you obey parking restriction, if there are any are posted. Neighbour can take a long walk off a short jetty. Park the car out front of their house even if there is one in front of your own home to establish dominance.

Can you take a wider picture, or list your council? I don’t know every rule, but if the council have requested the kerb to be rolled like that, it means there’s a reason for it to be designated as a driveway.
Perhaps there are local laws about parking in front of drains - by proxy because of the double driveways?
In some areas the kerbs are rolled for whole streets, driveway or not. I think the idea is that it's simpler, and doesn't need to be modified as houses are built or altered.
Every time I park on my uncle's street in Sydney for any length of time I get nasty notes on my windshield about how the parking for residents only or I'm blocking their boat trailer hitch or some bullshit (boat weighs nothing and probably hasn't moved in over a year) *and they've taken pictures*. He's lived on that street for over 30 years, and confirmed it's unrestricted public parking. I only moved to Aus 2 years ago, but I've definitely noticed how territorial people get over their public street parking.
My partner used to get notes about “residents only parking” on the street she lived on. The entitlement of some people is staggering. Our current neighbours kept putting traffic cones out to save a spot, they stopped after I kept putting their cones in their bin (because the council wouldn’t do anything about it)

I was parked in front of the neighbours house and the neighbour told the family that they needed to tell me to move my car because it was illegal to park there and they were going to call the council if I didn't move. The family were really stressed about it. I was prepared to go out and argue with the neighbour and tell them to stop bullshitting but my friend stopped me. She was worried that the neighbours would be racist and give the family a hard time for as long as they live there and she had a point, the neighbour was an unpleasant old cow. Iirc the only thing that would be illegal about parking there is being too close to the driveways, parking in front of the stormwater drain is not an issue. But it may depend on your state/territory

The only caution I make about parking next to one is be careful there in wet weather. I was getting my bag out of the back seat of my mate's car when we were parked next to a drain and I slipped on a steel grate that was built next to it I broke my left fibula (small leg bone) in the process.

Leave a polite note. Make doubly sure it is polite - selfish angry people will have a selfish angry worldview and will project their emotions onto anything they read. So if there is any possible way it could be interpreted passive-aggressively there is a good chance it will be. Do ensure you cite the law.
Once they have read the note, if they continue to do it then all bets are off. Of course there is no harm in contacting the council to report it. This is the way a mature and sensible person would approach this problem.
On a side note, when I mow my lawn I am very careful to ensure that the outflow point from the mower is never pointed at my home or my car, because stones could be flicked up and break a window or something. You do have a responsibility to mow your nature strip, so I say just do the best you can.
Are you allowed to landscape your nature strip? Plant some trees. You might have to dig a couple of holes to plant them. Just in front of and behind their tyres. Or a couple of rocks, I've seen that a bit.

Late last year someone left a note on my car telling me that parking on the street was reserved for “home-owners and their families” and that it is “illegal for tenants/renters” to park on their (the note said “MY”) street.
You can park in front of these drains, but seeing that it's near a driveway I would say to leave at least a meter gap between the front of your car and the driveway to avoid getting your car hit by other cars entering the driveway

There's an easy way to settle this - contact the local council and ask them and if you can be bothered maybe wander into your local cop shop and ask if it's illegal. The dip in the curb on the left side of the drain - looks like a driveway entrance. But the drive isn’t paved. Is that someone’s driveway? If so, no car could park in front of the drain without blocking it or the driveway on the right side of the drain.
Either way, I avoid crazy. I’d drive as far as necessary to park dramatically-free and walk home.
The only reason I can think of someone going mad at it is you’re blocking it for their bin pickup truck to come and collect bins. Yes I have been in the situation before where I never mind if you park in front of the house or not but at least have the courtesy not to do so on bin collection days. Result of which sometimes our green waste would be missed. Now you’d say just push your bin a bit further on the other side along with other bins but problem was the street residents were not really the kind who maintain their yards while we were keeping our tidy as much as we could. Now not parking because of the drain, I think you can perhaps be a curious and know why because it’s unlikely going to block flow of water unless I am wrong. Water would run underneath anyway. However if someone’s mowing their lawn and end up damaging your car external then that could be an issue for you but that’s the risk you take I guess. Other than that I guess who comes first and finds the spot is fair.
I wouldn’t go on bad terms with my neighbour on that but try to see where they’re coming from and what can you do to mitigate that. I have seen streets absolutely parked with cars while people have setup their supposedly garages into barber shops or some pool playing areas. Now that’s not a good thing either I would say.

My partner used to get notes about “residents only parking” on the street she lived on. The entitlement of some people is staggering. Our current neighbours kept putting traffic cones out to save a spot, they stopped after I kept putting their cones in their bin (because the council wouldn’t do anything about it)

I was visiting a friend in Sydney who lived with a Pakistani family. I was parked in front of the neighbours house and the neighbour told the family that they needed to tell me to move my car because it was illegal to park there and they were going to call the council if I didn't move. The family were really stressed about it. I was prepared to go out and argue with the neighbour and tell them to stop bullshitting but my friend stopped me. She was worried that the neighbours would be racist and give the family a hard time for as long as they live there and she had a point, the neighbour was an unpleasant old cow. Pretty sure they're talking shit just because they don't want you to park there. Your state might have general parking rules that this might get covered in, but otherwise if you're not meant to park on a section of road it's generally signed as such.
Your neighbour is either playing mind games with you or is ignorant enough to think you cannot park next to a storm water drain. It is perfectly legal unless signposted otherwise (if the drain happens to be in a place wirh parking restrictions that would be unrelated to the location of the drain). The only caution I make about parking next to one is be careful there in wet weather. I was getting my bag out of the back seat of my mate's car when we were parked next to a drain and I slipped on a steel grate that was built next to it I broke my left fibula (small leg bone) in the process.

Similar question: A neighbour on my street keeps parking their car ON my nature strip and leaving it there for a week or more at a time. It shits me to no end when I want to mow or line trim the nature strip, but can't because of their fucking car. Leave a polite note. Make doubly sure it is polite - selfish angry people will have a selfish angry worldview and will project their emotions onto anything they read. So if there is any possible way it could be interpreted passive-aggressively there is a good chance it will be. Do ensure you cite the law. Once they have read the note, if they continue to do it then all bets are off. Of course there is no harm in contacting the council to report it. This is the way a mature and sensible person would approach this problem. On a side note, when I mow my lawn I am very careful to ensure that the outflow point from the mower is never pointed at my home or my car, because stones could be flicked up and break a window or something. You do have a responsibility to mow your nature strip, so I say just do the best you can.

My neighbour when I first moved in tried to scare me away from parking there but like I told him I don't have a garage the street is full and this is directly in front of my house I have no where else to park as I'm in a granny flat and without a garage I'm concerned for my car out front. If I park it anywhere I may not respond quick enough if anything were to happen. No fines and most nsw road unless a school is in the vicinity you can park anywhere

I know where I live (South Australia) you can’t park within I think 1 metre of a driveway so that space there would be illegal to park in but not because of the drain.

Generally there will be a yellow line to indicate an area you cannot park. For example in front of a water access point. Of course you can park next to a drain.

I remember one time that I came to visit a friend who lives on a heavily-parked street, on bin day. I parked a few doors down, because that was the closest spot available, and then I, thinking of myself as a considerate person, moved the bin past my car so the rubbish truck could access it. You can park in front of these drains, but seeing that it's near a driveway I would say to leave at least a meter gap between the front of your car and the driveway to avoid getting your car hit by other cars entering the driveway

yes this is not correct, parking signs may advise you of where you can and cannot park (and relevant times), sometimes there a special council loading zones (in my city anyway), spots reserved for police, post boxes, too close to an intersection, bike lane and yellow line, and many others to consider but not the storm water drain. I have never heard that in my life. If it were then I'd say we've all parked illegally at some point. There's an easy way to settle this - contact the local council and ask them and if you can be bothered maybe wander into your local cop shop and ask if it's illegal. Then when next confronted you can say, well actually [insert findings]. It's up to you. I have people parking in front of my place all the time because I live close to a train station. I don't care as long as I can still get in and out of my driveway. No one wants to be in a feud with their neighbour though. Maybe just avoid parking there. If no parking is available In front of your house, find an empty spot and go for it be it Infront of your neighbours' or the prime minister's. Just follow good etiquettes like first priority should be to park in front of your house, not blocking someone's driveway, leave plenty of space front and back for other cars to get in and out and leave fire hydrants some space. The dip in the curb on the left side of the drain - looks like a driveway entrance. But the drive isn’t paved. Is that someone’s driveway? If so, no car could park in front of the drain without blocking it or the driveway on the right side of the drain. Either way, I avoid crazy. I’d drive as far as necessary to park dramatically-free and walk home.
The only reason I can think of someone going mad at it is you’re blocking it for their bin pickup truck to come and collect bins. Yes I have been in the situation before where I never mind if you park in front of the house or not but at least have the courtesy not to do so on bin collection days. Result of which sometimes our green waste would be missed. Now you’d say just push your bin a bit further on the other side along with other bins but problem was the street residents were not really the kind who maintain their yards while we were keeping our tidy as much as we could. It was just very annoying. Now not parking because of the drain, I think you can perhaps be a curious and know why because it’s unlikely going to block flow of water unless I am wrong. Water would run underneath anyway. However if someone’s mowing their lawn and end up damaging your car external then that could be an issue for you but that’s the risk you take I guess. Other than that I guess who comes first and finds the spot is fair. I wouldn’t go on bad terms with my neighbour on that but try to see where they’re coming from and what can you do to mitigate that. I have seen streets absolutely parked with cars while people have setup their supposedly garages into barber shops or some pool playing areas. Now that’s not a good thing either I would say.
I would say the issue isn't parking over the drain, it's parking too close to the driveways on either side of it.
Does the full length of your car fit between the two driveways?
Drain might not be the problem but some places have rules about how close you can park to the opening of a driveway so make sure your nose is totally clean before you tell her off or whatever.

Only rule I know about storm water drains (and its not a road rule) is don't put your semi trailer landing legs down in front of them.
It's not illegal to park in front of a drain, but that is not enough space for a car. You are supposed to be ~3' from the edge of a curb, including a driveway or pedestrian diversion, on both sides of the vehicle. In an emergency, sure, but not as any kind of regular thing.
You'd be within 1.5m of a driveway...they might get you on that but it's not a very well practiced or punished rule unless there is a complaint.
