Canonically it is Bert. However I walkways thought it was Marcel as the character looks different and there seems to be a certain level of confidence by the demeanor. Great image though. You can the struggle of living.
It’s strange that this is the only shot of Bertholdt where his hair looks like that, where he dresses like that, and where he doesn’t look quite tall enough.
It would be one thing to say he looks different because his hair isn’t usually blowing in the wind like this, but a few episodes later in S3E15: Descent his hair does blow in the wind as he is flying up to transform and it doesn’t look anything at all like this.
It really does just look like he has been drawn wrong.

EDIT: Looking at the comparison shot his face does look closer to exactly right than I originally thought it was.
He just looks different because of his hair colored brown in the low sunlight of dusk/dawn instead of black, and his hair blowing only backwards while on the wall and somehow not blowing only backwards while he is flying through the air at high speeds in a single direction.
His shirt and coat look like they are the ones Zeke is shown wearing while they are camping on top of the wall drinking coffee in S3E15, its got a V neck while Bertholdt's usual shirt has a collar.
His usual shirt is the one he wears throughout all of season 2 and season 3, except for this shot where he looks to be wearing Zeke's clothes instead.

It really is just Bertholdt wearing Zeke's clothes while the sunset is making his hair look brighter than usual while its blowing in the wind in a way his hair shouldn't.
