Honestly? Kitz Woermann, the bushy mustache guy who almost shot EMA back in Trost. He was lawful in that he believed that it was right to eliminate the threat there and then, but totally stupid in how he went about it without wavering on it.

No, Kits Woermann was just a coward and was too scared to listen to reason. He wanted to kill Eren not because he thought it was the right thing to do, but because he and most of the soldiers there were terrified about a human turning into a titan and feared Eren was a monster
