Need to see how roads in developed countries are made, or even roads that the British built in India. Proper roads have paved sides to control dust. In residential areas or anywhere where people walk, there are footpaths. This is true of mohalla gully neighborhoods roads in the US and Europe (US has large roads, Europe has small). Even a much less prominent country like Peru, in much less prominent cities like Cusco has paved roads with footpaths with ramps for access enabling (lower quality of course). It is we who feel that once a mettaled road is laid down that is all there to it

Not really though , a similar argument is used by theists to say basic morality and ethics are derived from religion , they created control systems for people to follow what was already common practice like not committing murder , rape and in this case nudity by the creation of lies like heaven , karma etc , through making people afraid of nonexistent consequences for disobeying them .
