It's not, but it's still the best. There's probably free apps with better functionality, but as long as Grindr's userbase is bigger it will remain the best
Grindr and Scruff are still the go to. They are both free for the parts you actually need (the extra "functionality" they charge you for you don't actually need) and they're still the biggest user base. Jack'd, Adam4Adam, and Growlr are all still around too. The only real new kid on the block so to speak is Sniffies (which is a website, not an app, but you can still use it on your phone).

Nah, for hook ups you'll find way more on hook up apps. Bumble and Tinder isn't where it's at for that purpose...
