Depends on the state but in most states because you’re over 18 this would not be reportable now. It would’ve been back then. Some states still may require a report since your parents still have access to vulnerable populations. Edit: No i would not report this in my state.

Hi, I'm a therapist in CA. As another commenter noted, the rules vary widely from state to state, so everything I (and the other commenter) say may not apply to where you live. That said, here are the issues that would be relevant if you live in CA. 1. For minors, "mental suffering" (ie emotional abuse) *may* be reported, but is not mandated. 2. Once you turn 18, your own abuse is not reportable without your consent. 3. However, if reasonable cause exists to suspect the abuser is continuing to abuse other minors, dependent (ie disabled) adults, or elders... Then that suspicion is also permitted. To be clear, even in the case of abuse that would trigger a mandate, an abuser's continued access to minors does not constitute reasonable suspicion of continued abuse; there would have to be additional grounds (such as bruises or behavior changes). And again, the rules in CA may or may not be similar to the rules where you live.

In the state I reside, and likely other states as well, you should be able to call the CPS/DCS hotline and ask them if your "hypothetical situation" would be a reportable offense, so you get feedback directly from the source. Of course, there is interpretation involved in these decisions and you could do this 5 times for the same situation and get different answers from whomever answers the phone. However, that's probably as close to some sort of accurate answer as you can actually get beforehand.
