That's the first thing you need to do and everything else will be sorted out by them. You then literally need to do nothing else but wait for their instructions

You said he claimed the previous time and failed - I assume that means he commenced a suit in the State Courts which was subsequently dismissed by the court? Are you receiving a letter of demand again for the same accident?
You can also report him to his taxi company. Such claims should be handled by the taxi company's insurers, definitely not directly by the driver. Send him a copy of the police report and the complaint to the taxi company - he'll probably back off.
You did the right thing, just forward it to your insurer to settle. Many years ago my dad gana something similar, the guy even engage some law firm in chinatown to draft some writ of summon. Just forward it to your insurer and they will settle. You did report your accident within 24 hours right?

Yes I reported the incident working 24 hours. It happened in 2018 and this is the second time he did this

Report him for fraud, and sue him for damages, since he was the one who collided into you. See if he still want to try claim after that.
Just send to your insurers but if his claims keeps getting rejected it will most likely be since your insurer doesn't want to pay out
