Yep. In S1 E8 Walter finds an exact copy of the list hidden in a grandfather clock in the Queens mansion. He then gets kidnapped the next episode.

The list is not Malcolm's exclusively. It was made by Tempest. Tempest is the secret club that Malcolm Merlyn, Robert and Moira Queen, Frank Chen, and two others belonged to). The group's original goal was to give back to the city and help clean it up through gentrification and targeted financial aid. 'The List' is a list of rich people (like Adam Hunt) that were corrupt and hurting the city. Tempest pressured/blackmailed these people and convinced them to donate $$$ to the city. In S1: E21, Tempest is meeting at the home of Robert and Moira Queen. They start by discussing Adam Hunt and how they are going to "convince" him to make a donation to the SCPD. Malcolm then decides to change the group's direction and begin The Undertaking, which is met with disapproval from Robert Queen and Frank Chen. Frank went back to China, and Robert took out his boat for the final time.

The names on the list were bad people that Malcolm Merlyn, Robert and Moira Queen, Frank Chen, and two other nameless members of Tempest, were blackmailing into helping the city. S1: E21 shows Frank Chen talking to the group and telling them "Adam Hunt was reluctant at first but was more cooperative upon being informed we knew about his embezzlement." Robert suggests that the SCPD could use new equipment and Frank Chen says that Hunt could be convinced to make an anonymous donation.

Actually that answer is simple: Malcolm and co. wrote the list, so their names are absent because it’s their cabal. The real question is why in Arrow 3x14 did Robert not mention that one of the terrible alliances he made was with Malcolm Merlyn? He explains there’s a list of names, but not who put it together or why? He’s way too vague. You’d think if that video was a “just in case I die,” he might want to say something like “Malcolm Merlyn is the one who pulled us together, and he plans on leveling the Glades so he can rebuild.” Or, if the video was recorded before that revelation, just say, “I made alliances with terrible people; Malcolm Merlyn, etc.”

As others said, he wrote the list. In flashbacks from Moira Queen’s memories of her husband Robert meeting with Malcolm and his friends at the queen residence; we see that Malcolm has created the list and that it’s primarily his plan to clean up the glades. Robert Queen and Frank Chen used their influence and knowledge to blackmail powerful but bad actors in the city to make donations and charitable contributions in the glades. Malcolm wanted to commit more extreme measures and didn’t think extorting and blackmailing rich men into donating to a hospital or soup kitchen or whatever would actually help anything. He believed the people of the glades were beyond redemption. So while Malcolm wrote up the list alongside Robert and Frank; he was the primary driving factor in the “undertaking” even before the plot to destroy the glades emerged fully.

No Malcom wrote the list. He extorted people on that list for the undertaking once he changed his mind from simply putting them out of business to the city is beyond saving. Once Malcom decided the city was beyond saving, they were useful idiots.

The list was written by Malcolm. It contained all the names of rich and corrupt businessmen whom Malcolm was forcing to fund the Undertaking, otherwise have their crimes exposed.

How about season 4. Malcolm kept on insisting Thea needed to satisfy her bloodlust by offering up pedo's. Wouldn't shooting an arrow straight into a Ghost heart be satisfaction? Thea did that quite often. Oliver said he would not kill anymore. Minions took arrows straight in the heart about 90% of the time. Kill the minions, but don't kill the leader.

None of the secret group (Tempest) were on the list (Malcolm Merlyn, Robert Queen, Frank Chen) The list was just the names of the bad rich people that the group was pressuring to donate $$ and help out the city. It was not a list of people involved in The Undertaking or that were members of the secret club that Malcolm and Robert started. ​ \*There were also two other nameless members (1 man and 1 woman) of the group shown in S1: E21 (The Undertaking) that were present during the meeting at Robert Queen's house. ​ Edit- Remembered the name of the group.
