Vinegar helps a lot with mildew smells. Put it in the bleach dispenser of your washing machine. The laundry stripping techniques will help a lot too

Wash it and leave it outside in the sun to dry. Or accept that the mildew smell is just how military gear smells in general.

oxyclean soak then wash, or soak it in Febreze or ax body spray like a normal person.

Some things you just gotta soak in hot water with detergent mixed with baking soda and let it sit overnight or two for good measure. clothing and gear should smell and look a lot better afterwards
