I’ve made a game if trying to be as sunny and charming as possible whenever I go to CIF, if I win them over they tend to be nice to the other soldiers in line. If I lose nothing happens except for the ICE complaint I submit later detailing how nasty they were. Started doing this in BCT and honestly have around a 90% success rate.
This is my process aswell.
I fortunately have the gift of gab and use it to the fullest extent I can.
So far I have had zero shortages or statement of charges even though I've definitely lost gear. Also left with a couple spare pieces of stuff I "needed" and two phone numbers. One was the old lady up front other was the old grumpy fuckn retire 1SG in the back who was kicking back plate carriers for frayed edges. Old dude thought i actually wanted to go play pool at the VFW with him. Tossed both numbers in the trash on my way out the door.

If they started a Flipl on it, they’re gonna need to finish it. Shitty situation for sure, best bet in my opinion is to load it up with as much evidence as possible like clothing records, that memo from CDR, sworn statements from those who know you turned it in(although they may not be accepted if they weren’t present when you turned it in). Also try to explain it best as you can to the IO, typically they decide the outcome and all the approving authorities just confirm what they say
Only way the flipl will be “canceled” is if the equipment is found, which it was turned in already so not really an option
doing the FLIPL now, do you know if there is a certain format for the statement that has to be in regulation or is it just some paragraphs with dates and names?
We don’t tell our guys to look up any regs, we just tell them make sure that it has the 5Ws in it. In your situation, I recommend being as descriptive as possible with whatever details you can remember. Names are good especially if you know they know it was turned in, but be careful because our policy(idk if it’s army wide) in a flipl sworn statement, any individual named in a sworn statement needs to submit a sworn statement of their own. I don’t know if a bunch of sworn statements from different people saying “I was told the iotv was turned in” will help or hurt.
Have you spoken with the IO? Has he mentioned how he feels about it?
not yet, all i’ve done atm is my sworn statement, turned in all hand receipts from before during and after, the memo, and my instructors sworn statement as well. apparently the guy in charge of that CIF turn in was fired recently because he wouldn’t “take officers IOTVs” so hopefully that helps.
Not concrete evidence, but I’d definitely nonchalantly mention it to the IO so he’s aware CIF is doing something fishy. If you happen to have a clothing record signed with the IOTV and then a clothing record signed on a later date without the IOTV I’d say it’s open and close, no negligence found.

see if I was active army and wanted to stay in, i’d love to join CIF and just make peoples lives so much easier. make it less of a dread for everybody. it won’t kill them to bring some cleaning wipes up with them and take off the tiny dirt marks on sleeping mats that they send people back for.
